The toll strip — who pays, and where

Per-word toll by act: the departure’s 6, the free corridor, the approach’s 2, the close’s 6. The strip draws the FROZEN FORM; the census line beneath renders from the frozen PUBLIC anchor at frame 1 and from the LANDED records at frames 2–3 once their registered runs stand. The gate — honest acceptance

The ladder — registrations, runs, and verdicts

One rung per FRAME (k = 8 the anchor · 32 · 128; seconds each). Frame 3 pools the cross-frame constancy and refuses until frames 1 and 2 stand. The acts are the operator’s; the engine refuses out-of-order acts.
